SBS 2003 Activesync error

I am trying to run activesync against SBS2003 on a pocketpc 2003.
I keep getting the error HTTP_403 Your account does not have permission to
sync.
All the mobile access is enabled for the user. (I am testing with the
administrators account)
I am assuming there is a security problem within iis but i can not find it.
Any ideas greatfully received.
