You should not delete any log files manually.

Performing a full-online backup of your Exchange Storage Groups using an 
Exchange aware backup program such as NTBackup will purge the log files.

Never ever manually delete transaction log files.

You should delete logs daily except two log file that is 1.E00.LOG AND 
2.E00tmp.log

We are running low on C: drive space on our Exchange 2000 (SP3) server.
I
have noticed a huge amount of logs located in 
C:\WINNT\system32\LogFiles\W3SVC1.  Is it ok to archive these to another 
volume???
