i agree with John, the second option is stupid.
 
even with ptr lookups on incoming mail i still wouldn't get exchange to do 
this, if i could ever possibly help it. But then again i have seen incoming 
lookups cause more problems then not. If you have a good MTA then you can use 
many other options which will help you alleviate the spam problem.

Blocking incoming mail without a valid PTR record is possible using exchange.
Blocking outgoing mail without a valid PTR record is not possible using 
exchange.

        Doing a PTR lookup on the connecting server on an incoming message is a
        valid test as part of an anti-spam effort.
        
        Doing a PTR lookup on the receiving server on an outgoing message is
        worthless as part of an anti-spam effort to keep spam from coming in.
