I think you can do it.
 
But not sure how. Cause it will be lengthy and complex process.

We have a small group of users that we only want to be able to send to
two other internal users.
I have already gotten it set up so that they cannot send or receive from
the internet, now I need to 
further restrict it so this group of users can only send to 2 specific
users in the company, and not to 
all other employees.  Can this be done? 
Environment is Exchange 2000, Outlook 2000.
