If you use the server-based deleted items retention, your users can just
retrieve it using Outlook.

 

If you have not enabled deleted items retention, or if the message was
deleted beyond the deleted items retention period (for example, 7 days),
then your only option is to restore the entire server from backup, and
retrieve the message that way.  The recommended method would be to
install the server to a separate piece of hardware, retrieve the
message, and then delete the restored Exchange server.

 

Alternately, there are some third-party apps that can retrieve messages
from backup images, but either way you go it will be a fair amount of
work.
