We have it set up with each room having a mailbox, and all users have Author Permission to the room (Default=Author), also to allow for Direct Booking, set the Resource Scheduling to Automatically Accept Meetings and Decline Conflicts. The room appears in the GAL so the user can select it and click the Resource button to add it to the meeting as a Resource.
