Reply works like Reply All on Outlook Custom Form

I have an Outlook Form set up with the Reply, Reply All, and Forward actions
opening up the form so the user can complete the form and send it. I also
have routing coded into the
TO field of the form (LIST1 and LIST2).
It seems like the Reply and Reply All functions are reversed.
When the recipient clicks Reply, it opens the form in edit mode, and inserts
LIST1 and LIST2 in the routing. But when the recipient clicks Reply All, it
opens the form in edit mode and inserts SENDER and RECEIVER names in the
routing. If the recipient clicks Forward, the form opens in edit mode with
nothing in the routing. Am I missing something? Shouldn't REPLY go back
only to the SENDER and REPLY ALL go to everyone???
