Redirect all outgoing e-mails to a specific address

Hi,
Following is our challenge.

We have about 100 users using our exchange server. 

Some of them use their account to send e-mail to our external customers.

All these e-mail needs to be read, verified and approved by the QA
department.

So, when the users send e-mails, we don't want them go directly to the
customer.

Instead, we want all e-mails to be redirected to a specific exchange
account.

Then the QA admins can access this POP3 account, go through each e-mail,
read,verify and approve them and then send the mail to the external
customer.

Can we set up a rule to re-direct all outgoing mail from selected exchange
accounts to a specific address?
