Yes.  Was it me, I'd script it though.  I've not been enthusiastic about the
Outlook scheduling rules and their reliability in the past.  Easiest way
would be to have a script that sent to a DG so you could manage the
recipients easier.

 Is it possible to set up an email that goes out every month on a certain
date to the same people - asking them a question like - do you have anything
for our calendar?
