Recover Deleted Items not working

I have "Recover Deleted Items" available to me, yet it is not working.  When I 
go to select that option, it is greyed out.  On the server I have the option 
checked to retain deleted items for 15 days.  Am I missing a configuration 
somewhere?  Does anyone know of a knowledgebase article that may help me, or 
personal experience?
