Receiving Mail size varies

We have Exchange 2003 enterprise edition server in our organization and
we are facing an issue recently.
When any attachment is sent to our users mail IDs the size of the
attachment varies.
For example if a 5 MB attachment is sent to our IDs from any other user
in
Internet the mail size varies and it is showing as 8 MB attachment. But
if the same file is copied to the local drives, it shows the exact size.
We have set the receiving message size limit to 5 MB in our message
delivery Global setting.
Because of this issue many mails are getting filtered as the size of the
mail is not showing correctly.
Any one has come across this issue.Plz advice. Your help is highly
appreciated.
