-------------------------------------------------------Something changed with 
permissions. What I would do is this. Create a new test admin account. Make 
sure he the account is full admin. Go to the top of ESM, give him full rights 
and ensure that it has propagated down. Use this account to update the RUS. I 
guess is somewhere within the configuration container for Exchange an inherit 
perm has been removed.
