There were so many serious issues here and I got them fixed, so =
Hopefully this never happens
1. They were using server with dual nic and same configuration going To
same server creating loop backs
2. dns servers were not set to use wins
3. There was no replication partner set up on wins and created that one
4. Did a setup.exe /reinstall and same for service pack
5. It is up and running

Well I'm about to turn to the SuperBowl, so you're on your own for a bit,
but double check the command 'nbtstat -a Servername' and what it kicks out -
that should show you if it's resolving the NetBIOS name or not. Do that
from all the boxes. You want to see if the Exchange server can resolve the
DCs.
And double-check the DNS settings on that Exchange server as well.
When you say the IS won't start and is giving errors, what are the errors?
What other events are present? Again, is there a common theme, like name
resolution issues?
And finally, I still say a call to PSS might be in order - but of course we
can't make you call.
