There is not RUS service to check. Everything you are reporting is telling me that RUS is not working correctly. If you create a new user and the address is never stamped, this tells me that it is not working. I would check you Global Catalog Server and see if it has somehow lost the connection to the Exchange server. I would check the Event log on the Global and see if you find any unusual errors. I had the same problem at one time. The problem for me was my global catalog server was not responding. We rebooted the Global Catalog server and Exchange and this fixed the issue.
