I'm not even seeing anything in the event logs. How can I check the RUS
service itself?

I had the same problem at one time. The problem for me was my global
catalog server was not responding. We rebooted the Global Catalog
server and Exchange and this fixed the issue. As to what caused it I
have no idea.

For some reason, the RUS (Recipient Update Service) is not
running on my Exchange 2000 server. I've set all the MSExchangeAL
diagnostic logging to maximum and restarted the System Attendant. Did a
rebuild and update now, but no recipients gets email address stamped and
nothing about MSExchangeAL appears in the event log. What's causing
this?
