RUS not running!!!

For some reason, the RUS (Recipient Update Service) is not running on my
Exchange 2000 server.  I've set all the MSExchangeAL diagnostic logging
to maximum and restarted the System Attendant.  Did a rebuild and update
now, but no recipients gets email address stamped and nothing about
MSExchangeAL appears in the event log.  What's causing this?
