I have a the follow servers, my client has pretty much the same setup as
me.
 
1 - DC1, 1 - DC2, 1 - Web, 1 - EXCH, 1 - ISA 2k4, and 1 - Certs

Are you having a FE/BE environment? Also, do you have any ISA server to
publish your OWA/RPC to the Internet ? Please give little more details
on how your service is published. Creating EVS and folders underneath is
very straight forward. But I need to understand your architecture to
answer all your other questions.

Refer the document in the above link. It talks about creating EVS and
folders in a clustered BE environment in pages 33-37. However, the same
basic concepts applies to standalone EVS too. This will give you and
understanding of how EVS is created and configured.
