To get the tabs to show 


Go into AD Users and computers and then click 'view' and tick 'advanced
features'. You will then be able to select the user properties. Use the 
Exchange General Tab, delivery options button and then modify the send
on behalf properties.

I hope this is what you are trying to achieve

Install Exchange system admin on the other servers
(Run the usual setup.exe and select to only install the system manager
bit).
