Possibly his SMTP server doesn't allow him to relay e-mails. Try making him 
authenticate against his SMTP server.

Hello

I have a customer with Exchange/Outlook 2003 and he is the only user with
this problems that he is unable to send emails to certain users. His
secretary can send to the user with her accout. He gets an email back
saying "you do not have permissiont to send to this recipient." I've
checked the excahnge server and SMTP setup and can not find anything
wrong. Do you have any suggestions
