Check if the user has multiple account in mail system. If has, use email
address instead the logon name in the first page

I verify log on locally and access this computer from network, and check
permissions this ok!
 
But well not log on users
 
 
PS: I work server with  W2K, domain controller and second server how
Exchange Server (W2K Exchange 2000 and SPK2)

Check if the domain users have the rights "log on locally" and "access this
computer from network" on the exchange server
 
Second, are your logon names different than your email addresses?
If so, add a second smtp address for the users who should have OWA access.
This second smtp address should be like logonname@xxxxxxxxxxx
<mailto:logonname@xxxxxxxxxxx>

Why OWA only is enable this user administrator? 
When I try to log on in others users refuse by OWA.
 
How i do in this case?
 
PS: I see, active directory advanced features, protocol settings, all users
is enable.
