if you use exchange 2000, yes.

In <organization->global settings->internet message formats->default->right 
click->message encoding->provide message... plain text
apply this content settings to non-mapi clients, 
In advanced, exchange rich text format ->always use

But these settings are applied to all users...

I don't believe I've ever seen anything like this. But some of our
machines have alot of trouble opening incoming html mail through the
Outlook 2000 client(Though they handle it just fine via OWA). IS there a
way to force the conversion of incoming HTML mail to the regular text
