Yes you are right. I just overlooked the fact that I tried this while my
Exchange was still running in mixed mode. Now all my exchange servers are in
native mode. I just tried creating a new group, and I had the problem of not
being able to mange the list.

If you use Exchange Server 5.5, when you assign a user Manager rights, the
user can modify group membership. However, if you are using Exchange 2000 or
Microsoft Windows 2000, and you enter a user or group in the Managed by box,
the user or group is not able to modify group membership. 

This issue can occur because at this time, the Managed by box is an
informational field in Windows 2000. When you use the Managed by function,
you are not able to grant specific rights to the account that you entered
for that object

See Q281489, perhaps you are doing one of the other 3 workarounds suggested
by MS.

I have tried assigning a person as "Managed By", and it works well for me.
Have you configured the groups as Universal Distribution.

In Exchange 2000, the owner field does not grant any permissions, it is
informational only.
I got around this by adding the owner to the security tab of the
distribution list object, 
and granting them Write permission.

Created a distribution group with someone designated in the Managed By
tab.  This person is not allowed to change membership of this group
through the Outlook client as was formerly allowed in Exchange 5.5 when
owner was designated.  The following message is received:

Changes to the distribution list membership could not be saved.  You do
not have sufficient permission to perform this operation on this object.

Any assistance with finding a way to allow individuals to perform this
function would be appreciated.  Thanks in advance
