Mine are global distribution. >From MS: If you use Exchange Server 5.5, when you assign a user Manager rights, the user can modify group membership. However, if you are using Exchange 2000 or Microsoft Windows 2000, and you enter a user or group in the Managed by box, the user or group is not able to modify group membership. This issue can occur because at this time, the Managed by box is an informational field in Windows 2000. When you use the Managed by function, you are not able to grant specific rights to the account that you entered for that object See Q281489, perhaps you are doing one of the other 3 workarounds suggested by MS.
