If you have a connector behind Exchange (example: linux or other sendmail) you 
can set up the permission on the connector.
If you don't have connector you can run the SMTPREG.VBS (you can find it on MS 
site) and write your own EVENT_SINK vbs code. You can find more information 
about writing EVENT_SINK handler on Exchange Platform SDK.
