There's usually more detailed information in an NDR that follows the line
you quoted.

 

Did you mail-enable this PF and enable Contributor rights to Anonymous?

I have created a public folder on exchange 2003.  When i send mail from
external domain to this folder I am getting the error below:-

Attempt to resend the message. If it still fails, contact your system
administrator
