Public Folder Permissions Issue

Hi ,
We are using Exchange 2003 Server. the problem which i am facing with the
Public Folder is that there is a parent folder called x and it has a
subfolder y ( which is under x). The user is able to view the x folder but
the moment he clicks on y it says that u don't have permissions to view
the folder.

Can someone please help as this is very critical issue
