[ExchangeList] Public Folder Mail Delivery

We are running an Exchange 2K3 cluster (active/passive) one thing I've noticed 
is when you send an email to a mail enabled PF it takes about 10 mins or so for 
the mail to show up.  

Mainly internal mail.  Seems like external mail to these folders arrive pretty 
quickly.

Is that normal?
