Have you told us what version of OS and Exchange? You may need to update ntbackup. There is a KB on that, but updating to Windows Server 2003 sp1 or Windows 2000 Server sp4 + rollup will also take care of those. You may need a hotfix for VSS. There is a KB on that, but updating to Windows Server 2003 sp1 will take care of that. You may have had a backup that failed, and did so in such a way that it didn't release the "backup in process" flag on the Exchange store. The only way to fix that is to stop and restart the Information Store.
