That's what I would've done.

In terms of memberof, you have to use a Custom Search and the Advanced
tab.

If you have a group named TorontoUsers, and it sits in the Users
containers, and your domain is brnets.local, your query would be:

(memberof=cn=torontousers,cn=users,dc=brnets,dc=local)

The obvious downside to this is that if you move the group, you break
the query, and the query isn't portable.

OK, did something different.

Went into each user's properties and put in Toronto in the Office Field.
Then, built a query to look at User-Office-IS Toronto

Works.
