Try using the IMAP protocol instead of POP. (If you have setup your server
to use the IMAP)

I think my setting in express is corrected ,and it was working in the
past without problems , but I think there is something need to be fixed
in exchange server , I can receive and send without problems if I used
my setting in exchange , but when using the pop instead of exchange I
got this .

Make sure the e-mail address is correct. Also make sure of the
protocols and the server name in your settings.
