Do you have any software that tries to auto log into the console? It almost sounds like the server lockout from bad password is set to an extreme amount of time. I know you said everything other than console access works fine and no errors are showing in the event log...but have you tried remote desktop'ing in? If so, does the terminal session work fine? What all software are you running on it besides the standard server install? I think John's suggestion is a very good place to start.
