Problem: Exchange 2003 + Workflow Designer

with a virtual PC: domain controller + Exchange Server 2003 + Office XP +
Exchange Workflow designer

I can't create any workflow project 

Error message: You are not member of the "inscription rule workflow group"
(Workflow eventsink is correctly configurated with the administrator
account, public folder owner)

Any idea
