Perhaps thats information that should have been mentioned before, I
think everyone assumed the same as I did and your users were using
Outlook 2003.  The client is where your going to enforce this type of
setting, not on the backend servers.  What client are they using?

Maybe I'm not up to speed on group policies etc. but how will office
GPO's help me set up a user to use plain text only when they are not
using office or should I say outlook...

Scott,
You can use the Group Policy for applying the default mail format to
Plain Text to all users.

per user basis on 
exchange 2003..
