Speak to your ISP.  Normally they will be willing to open it up for your
specific IP if you ask them to.

They do it to prevent home users from acting as a relay unwillingly (eg.
By installing the SMTP service, or running a mail filtering software
which uses SMTP and allows connections from anyone).
