If they filter it inbound, that would mean that the ISP is not accepting
SMTP protocol messages from you. Mark is right, the mail relay idea will not
work. Sorry.

"You can set up a mail relay server externally with your external IP, 
and set up internal e-mail SMTP inside that point to you external e-mail

Could this work?
