I'll be the one to point out the never know.

In the administrator you have the user's NT accounts and
domains set properly?
Also I have found that removing Outlook profiles, and recreating them often
helps with access problems.
I also ( only because I like to ) sometimes just save the mails and folders,
and create a new mailbox. This works very well for me at least, but I know
there are much better ways.
