[ExchangeList] Outlook roaming profile

I have an issue where I have roaming profiles implemented but everytime a user tries to start Outlook 2000 on a different box, the Outlook installer starts as if they have no profile.
Each box is the same OS and Outlook verison.
The user already has a mapi profile.
Does anyone have any ideas?
