The default rules are built-in and occasionally updated by Microsoft with
hotfixes.  The rules cannot be viewed nor configured nor disabled.
However, you can add a sender to the "safe senders" list.

Hi all,
This is more of an Outlook question ... one of my users is complaining that
his Outlook keeps sending some good to "Junk Mail" folder (occasionally, and
various senders).  He has no rules configured, so I assume there are some
hidden or default rules somewhere, either in Outlook or in Exchange.  The
question is, where are these "default rules" and how can they be disabled?
