Outlook question

When I setup a new Outlook client they are unable to connect to the
external Pop3 mail server. I get the message that outlook could not find
server. However, all of my existing outlook clients are working. This
only happens on new computers as I bring them online. 
 
I am able to surf to the web interface of this mail server with no
problems. I am not able to ping from the new setup either by ip or name.

 
I thought it might be DNS problem but why do the others work? I thought
is might be ISA problem but again why do the pre-existing work?
 
Any suggestions on where to start looking for problem?
 
Outlook client - 2000 or 2002
Exchange 2000
ISA 2000
Windows 2000 Server
 
Pop3 is Ipswitch
