That is a known issue with XP SP1.  You need to install Office XP SP2 as
David mentioned below.

        This behavior is also found on Office XP Outlook clients ONLY
after installing Windows XP SP1.  For some reason if you install SP1 for
WinXP while Office XP already exist then it will cause outlook clients
to hang.  We tried uninstalling and reinstalling both Office XP and SP1
for WinXP but it does not resolve the issue.  The only way we found to
resolve this is to re-image the machine with an image that has WinXP SP1
built in (integrated) prior to installing Office XP.

                I have a Outlook 2K SP1 over Win2K SP3 client whose
e-mail locks up just after Outlook is opened. OWA to her account is
fine. I blew away her profile. Still does it. It does it even when
logged on as Admin. What could be causing this? I am running Exchange
5.5 SP4 over Win2K SP3 at the server. I have reloaded Outlook twice.
