Outlook attachments

Is there any way to make it so that if a user receives an email attachment in 
their email(outlook 2000) such as an ICS attachment or word doc that they have 
to save it to their desktop before they open it. If so can it be set through a 
group policy?
Exchange 2000, Windows 2000, Office 2000
