Have you tried creating a new PST file and configure the rule to move
messages into that PST file, you can do this as a test. It looks like
Outlook is having some problem in accessing the PSt file, what type of
messages are getting moved ? Just normal messages or any with
attachments etc ? The rule is a client-only rule, hence it will run only
when the workstation is on and the user logged on, I am sure you know
this one.

column
and in a second column shows as "MoveCopy, Unable to create dest msg."
(on
the error dialog box that appears).
