There is no per-user setting.

Ask the user who needs to get his OOO's - does the whole world need to know
he's gone?  I doubt it.  Then create the message format which enables OOO's
just for those domains that are important to him.

Please ignore, I found it!  It was in the properties for the "Default"
domain.  I guess this is a server-wide setting, and the reasoning is
understandable.  However there are situations in which a user very much
wants to have OOO replies enabled.  Is there a way to override the global
setting on a per-user basis, like overriding the global mailbox limits?
