You don't need Full mailbox access to Send on Behalf. Just have Send on
Behalf permissions, and use View - From filed to send on behalf.

You need to give Jill full mailbox rights to Jack's mailbox. Then when
sends an email, she can select the from field on the View menu and
Jack in the from field.
