Is this occuring for only this particular user? If so I would try deleting the 
OST file.

Has anyone ever had this issue - where the calendar does not synch in cached 
mode?
he is not working offline
his calendar is checked in the send/receive settings -
we checked to make sure he is in cached mode - 
what am I overlooking?
