Offline folder Sync Problem

A couple of users are using offline folders. However, when they sync and
exit outlook not all the files have been copied to there ost file. I have
run the Microsoft application that checks the consistency of each offline
folder however it still does not move all the files over. Also have gone
through the 0l2000: How to troubleshoot synchronization problems and this
does not seem to fix the problem.
Any Ideas?
