OWA Certificates

We are running Exchange 2003 behind 2000 ISA on a separate server. I
had OWA setup and working. Well it still seems to work but It doesn't
ask the user for a certificate anymore. We've cleared out all old
certificates and tried to sign on with a computer that has never
accessed our OWA site. It just goes straight to the Form based
authentication page. Any idea why the certificate don't pop up anymore?
