Not enough space for rules

Hi,
A user here have a problem with his inbox rules.
When he tries to add one, this message appears:
One or more rules could not be uploaded to Exchaneg Server and have been
deactivated. This could be because some of the parameters are not supported or
there is insufficient space to store all of your rules.
He has simple rules for moving mails to folders depending on the sender, 15-25
rules aprox.
He does not use personal distribution lists on his rules.
He has Outlook XP and our mail server is a Exchange 2000/Windows 2000.
Does anybody has the same problem?
Any help will be well received.
