Not able to create public folders

Hi, Everybody,

    I am facing the problem for creating public
folders. I am using windows 2000 advanced server and
exchange 2000. I can able to create new public folder
tree but i cat create folder insaide that(using system
manager). If right click the public folder tree I can
able to get new folder creation option, if i click
that nothing is happening. 
and also I cant see system folder in the public
folders.  


Please help me to solve this problem
