the problem you faced was email address not created when the user is
created.? if thats the case then its the RUS which is not doing its work.
yes that correct you have to point it to the right exchange server and the
dc for the domain rus to work. Recepient policy plays a important role here.

I am trying to troubleshoot a problem. When I create a new user in AD (2003) and also tell it to create a mailbox as well, no mailbox gets created. (exchange 2003)
